Social Partnership in VET, 2007-2009

One of the possible solutions of the issues in the VET system in Armenia was the establishment of social partnership in the sphere of VET, when the government will attempt to coordinate and regulate the VET system in association with employers and trade unions, develop relevant substructures for its implementation, identify the actual needs of labour market, modernise the educational programmes and the ways of their implementation, realise accreditation of educational institutions, provide input for new mechanisms of funding and etc. All the above mentioned can be achieved through the principle of a long-term tripartite cooperation, directing to the review and identification of the roles and responsibilities of social partners. The main objective of the project was to share information on good practices form EU MS and neighbouring Partner countries that can be relevant for the specific context of Armenia. These examples serve to inform the process of policy development and beyond that are often the first neutral cases around which internal dialogue

The “Social Partnership in the Field of Vocational Education and Training (VET) in Armenia” project was implemented by “Global Developments” Fund with the financial and technical support of European Training Foundation (ETF) which is a European Union Agency, and with the assistance of RA Ministry of Education and Science. The project started in 2007 aiming to identify and find solutions for the strategic issues of the strengthening of social dialog and to develop tripartite agreement between the RA Government and social partners, as well as to support the institutionalisation of social partnership.

The main outputs of the project:

Ÿ         In 2008 the Working Group established by the order of the Minister of Education and Science based on official nominations of different stakeholders. The Working Group studied the experience of the social partnership in EU countries, analysed the current situation in the same field in Armenia and developed corresponding recommendations.

Ÿ         By the Prime Minister’s Decree 11.12.2008 N 1012-A the National Council for VET Development (NCVD) established. NCVD is tripartite body acting in accordance with the principles of social partnership and includes equal number of representatives of RA Government, employers and trade unions.

Ÿ         In 2008 by the order of the Minister of Education and Science the Collective Governing Boards established in all VET institutions. Representatives of the founder, authorised state body, employers, trade unions, teaches and students are involved in those boards.

Ÿ         In 2008 the “Concept on Social Partnership in the field of Preliminary (Craftsmanship) and Middle Vocational Education in Armenia” developed and endorsed by the RA Government on 07 May 2009.

Ÿ         In 2009 with the support of ETF, an international expert trained a group of local experts, who developed training programme for the College Governing Board Members and trainings in 6 VET institutions were provided.

Ÿ         In 2009 the Handbook for College Governing Board Members developed, published and disseminated to all state VET institutions.
